Federal Pre-Kindergarten Enrollment Requirements

To be eligible for enrollment in a pre-kindergarten class, a child must be at least four years of age as of September 1, 2016, and must meet one of the criteria listed below:

  1. The student is limited in ability to speak and understand the English language.

  2. The student is from a family whose income will qualify the student for a free or reduced lunch according to income eligibility guidelines used in the National School Lunch Program.

  3. The student is homeless as determined by appropriate staff.

  4. The student is the child of an active duty member of the armed forces of the United States.

  5. The student is the child of a member of the armed forces of the United States who was injured or killed while serving on active duty.

  6. The student has ever been in the conservatorship (foster care) of the Department of Family and Protective Services following an adversary hearing.


When to Register

Registration for bilingual and regular Pre-Kindergarten classes will begin August 1, 2016.  The registration process will take place at the campuses listed below.  All children who are registering for bilingual classes must make an appointment for language testing at the time of enrollment.

1. Parents must first establish student enrollment eligibility.

Parents must show picture identification and bring these documents to the campus to begin the registration process:

  • Proof of residency (current utility bill or lease agreement)

  • Child’s immunization record (up to date)

  • Child’s birth certificate

  • Child’s social security card

2. Students must then qualify by meeting one of the following criteria.

Bilingual program criteria:

  • The child must be tested to qualify for bilingual Pre-K. Bilingual Pre-K campus personnel will make an appointment for the child to be tested on a specific date and time at the Bilingual/ESL Enrollment Services Center (BEES Center). No testing will be done without an appointment.

  • If language testing results qualify a student for bilingual PK, then BEES Center personnel will direct the parent to a specific PK campus for registration. The parent must register the student within two days at the specific campus.

Regular Pre-K criteria :


The parent must bring current proof of income of anyone living in the household to the campus. Income proof must be recent pay stubs, current SNAP or TANF eligibility letter. The parent must also complete a Pre-Kindergarten Income Eligibility form to determine if the child qualifies.


Homeless criteria will be determined by appropriate staff.

Military Dependent

The child must be the child of an active member of the United States armed forces or of an active duty service member who is MIA or who was injured or killed while serving on active duty.

Foster Care Through DFPS (Department of Family and Protective Services) presently or in the past 

The parent must have a verification letter or letter of eligibility from a DFPS specialist.


If a language other than English or Spanish is spoken in the home, a testing appointment must be made at the BEES Center to determine if the child qualifies for PK under language.

Each Pre-K child will attend one session daily:

Morning Session 7:55 - 10:55

Afternoon Session 12:05 - 3:05

Transportation will not be provided. School sites are subject to change based on student enrollment. Enrollment in pre-kindergarten is not mandatory, but children who do enroll are under the same attendance rules as other students and are expected to attend class daily.
